  Dusty Williams retired as the General Manager-Chief Engineer of the Riverside County Flood Control and Water Conservation District in 2016, a position he held for the last 13 years of his 41-year career with the District.  As Director of the County’s flood control agency, which serves a population of 2 million citizens, Mr. Williams ove

  Dusty Williams retired as the General Manager-Chief Engineer of the Riverside County Flood Control and Water Conservation District in 2016, a position he held for the last 13 years of his 41-year career with the District.  As Director of the County’s flood control agency, which serves a population of 2 million citizens, Mr. Williams oversaw a staff of more than 230 and was responsible for a $180 million budget. He has an extensive background in all aspects of flood control from infrastructure design and construction to floodplain management to environmental permitting and water conservation/quality development.  Dusty holds a B.S. in Civil Engineering from Cal Poly, Pomona and is a licensed Civil Engineer in California.   

Since his retirement he has found time to become involved in a number of public service activities. In addition to his position on the Board of the Riverside County Parks Foundation, he is the President of the Rivers & Lands Conservancy, holds the title of Chair Emeritus for the Inland SoCal United Way and serves as a Technical Advisor with the National Association of Flood and Stormwater Management Agencies.

In addition to his community service work, his passions include his family, baseball, motorcycles and woodworking.

Jay Keller comes to the Parks Foundation Board after a career with the Riverside County Flood Control & Water Conservation District, retiring as the Chief of Surveying & Mapping. He is a long time resident of the Riverside area and has an interest in local history. He continues to volunteer his time with various groups and organizations, 

Jay Keller comes to the Parks Foundation Board after a career with the Riverside County Flood Control & Water Conservation District, retiring as the Chief of Surveying & Mapping. He is a long time resident of the Riverside area and has an interest in local history. He continues to volunteer his time with various groups and organizations, especially those that assist seniors and the developmentally disabled communities.

Ivan Chand is a retired accountant that has lived in Riverside for over 40 years.  His favorite pastimes include traveling, enjoying good food and visiting botanical gardens with his wife. He enjoys attending sporting events with his family and friends.  His current passion is spending time with his two little granddaughters.

 Nicolas Barth has been a resident of Riverside since he began work as an Assistant Professor of Geology at the University of California, Riverside in 2014. He has served on the board of the Riverside County Parks Foundation since 2018. Nicolas likes to spend his time outside whenever possible, whether it is trail running, mountain biking

 Nicolas Barth has been a resident of Riverside since he began work as an Assistant Professor of Geology at the University of California, Riverside in 2014. He has served on the board of the Riverside County Parks Foundation since 2018. Nicolas likes to spend his time outside whenever possible, whether it is trail running, mountain biking, climbing, paddling, or gardening. He is particularly passionate about preserving open spaces, expanding recreational opportunities, and promoting education. His favorite Riverside County park is the Box Springs Mountain Reserve.

Jane Block has been an environmental and social activist in Riverside City and County since 1970.  She has played a leading role in the establishment of nature preserves including Box Springs Mountain Park/Reserve, Sycamore Canyon Wilderness Park, the Santa Rosa Plateau, and Indian Canyon, as well as helping to preserve Riverside’s Victor

Jane Block has been an environmental and social activist in Riverside City and County since 1970.  She has played a leading role in the establishment of nature preserves including Box Springs Mountain Park/Reserve, Sycamore Canyon Wilderness Park, the Santa Rosa Plateau, and Indian Canyon, as well as helping to preserve Riverside’s Victoria Avenue and establish the City’s bike-way system. In the mid-1970s she assisted in establishing the Riverside County Commission on the Status of Women, Alternatives to Domestic Violence with its shelters for battered women, and the Riverside County Child Care Consortium. Jane also interviewed active women on the KUCR radio program Women’s Space, Women’s Place and established the UCR Women’s Resource Center.

Jeanne McLeod - Board Liasion

Jeanne McLeod is a long-time resident of Riverside County, and grew up camping in our regional parks. Ms. McLeod graduated from California State University, San Bernardino with a Bachelors in Public Administration and has a background in nonprofit administration. She finds her greatest joy in sharing her love of the outdoors and curiosity

Jeanne McLeod is a long-time resident of Riverside County, and grew up camping in our regional parks. Ms. McLeod graduated from California State University, San Bernardino with a Bachelors in Public Administration and has a background in nonprofit administration. She finds her greatest joy in sharing her love of the outdoors and curiosity about all things nature with her 8-year old daughter. Ms. McLeod has worked for Riverside County Regional Park and Open-Space District for more than a decade.
