Dusty Williams retired as the General Manager-Chief Engineer of the Riverside County Flood Control and Water Conservation District in 2016, a position he held for the last 13 years of his 41-year career with the District. As Director of the County’s flood control agency, which serves a population of 2 million citizens, Mr. Williams oversaw a staff of more than 230 and was responsible for a $180 million budget. He has an extensive background in all aspects of flood control from infrastructure design and construction to floodplain management to environmental permitting and water conservation/quality development. Dusty holds a B.S. in Civil Engineering from Cal Poly, Pomona and is a licensed Civil Engineer in California.
Since his retirement he has found time to become involved in a number of public service activities. In addition to his position on the Board of the Riverside County Parks Foundation, he is the President of the Rivers & Lands Conservancy, holds the title of Chair Emeritus for the Inland SoCal United Way and serves as a Technical Advisor with the National Association of Flood and Stormwater Management Agencies.
In addition to his community service work, his passions include his family, baseball, motorcycles and woodworking.

Linda Dominguez has been part of the largest girl serving nonprofit in the country, for over twenty years, with various California Girl Scouts Councils. Her primary focus is on community development and partnerships that offer Girl Scout opportunities to all girls. Being a grandchild of Migrant workers, she witnessed that through hard work and life skills, her grandparents were able to attain their dream of owning their own business. This instilled in her the passion of assisting each youth in realizing their fullest potential while developing the community as a whole, for success. With a focus on connecting socio-economically challenged communities to Girl Scouting, Linda serves as a board director for several organizations focused on at-risk-youth, youth with challenging circumstances and adult women development. Having been a recipient of scholarships in order to attain her Catholic education, Linda was an active board member with the San Bernardino Catholic Elementary School Board and teaches Faith Formation at St. Mary’s Mission on the Morongo Reservation. Her passion for outreach to underserved youth has been instrumental in the attainment of several grants that have represented building blocks for the development of sustainable troop programs in socio- economic challenged areas. Linda has also developed partnerships that assist in meeting the needs of her community in order to assure every girl has the opportunity to participate. One such partnership was with Folsom Prison where they translated the Girl Scout Badge books in to Braille, in order for her Visually Impaired troop to be able to earn their badges. Embracing programs for the success of every girl, for fifteen years, Linda implemented a special focused troop, Girl Scouts Beyond Bars, a program addressing the unique family needs of girls and their incarcerated mothers. As Board President-Imperial Valley and Board Vice President with MANA, she assured the implementation of Las Hermanitas, a literacy program for High School girls. Knowing the financial challenges for many families, Linda values and promotes Environmental Education as a means to protect our natural resources and parks, which provides affordable family outings along with healthy life styles. Together, with Partners and Communities, she looks forward to our youth continuing building their lives with Courage, Character and Confidence.

He is a long time resident of the Riverside area and has an interest in local history. He continues to volunteer his time with various groups and organizations,
Jay Keller comes to the Parks Foundation Board after a career with the Riverside County Flood Control & Water Conservation District, retiring as the Chief of Surveying & Mapping. He is a long time resident of the Riverside area and has an interest in local history. He continues to volunteer his time with various groups and organizations, especially those that assist seniors and the developmentally disabled communities.
Ivan Chand is a retired accountant that has lived in Riverside for over 40 years. His favorite pastimes include traveling, enjoying good food and visiting botanical gardens with his wife. He enjoys attending sporting events with his family and friends. His current passion is spending time with his three grandchildren.

He has served on the board of the Riverside County Parks Foundation since 2018. Nicolas likes to spend his time outside whenever possible, whether it is trail running, mountain biking, climbing, paddling, or gardening. He is particularly passionate about preserving open spaces, expanding recreational opportunities, and promoting education. His favorite Riverside County park is the Box Springs Mountain Reserve.

She has played a leading role in the establishment of nature preserves including Box Springs Mountain Park/Reserve, Sycamore Canyon Wilderness Park, the Santa Rosa Plateau, and Indian Canyon, as well as helping to preserve Riverside’s Victoria Avenue and establish the City’s bike-way system. In the mid-1970s she assisted in establishing the Riverside County Commission on the Status of Women, Alternatives to Domestic Violence with its shelters for battered women, and the Riverside County Child Care Consortium. Jane also interviewed active women on the KUCR radio program Women’s Space, Women’s Place and established the UCR Women’s Resource Center.

Josaline Cuesta manages the execution of Small Business Majority’s programs and initiatives throughout the state of California in collaboration with the California team. Additionally, she directs the organization's Central Valley and Southern California offices and develops and fosters strong relationships with business organizations, community organizations and policymakers. Josaline serves as a member of the 2022 Entrepreneurship & Economic Mobility Task Force (EEMTF) under the office of the California Governor’s Office of Business and Economic Development. She also serves on the Coordinating Council for Inland Economic Growth & Opportunity (IEGO) and is a co-lead on the CA FWD’s Entrepreneurship and Small Business Ownership by People of Color policy work group.
Prior to joining Small Business Majority, Josaline worked in the private and public sector for almost two decades. Most recently Josaline led community engagement initiatives and large-scale outreach programs for local government. She has also directed office operations for a state elected official and spearheaded the creation of a customer service department for an online startup company. In her spare time, she is a member of the National Charity League, Inc. Riverside Chapter, a board member of the Riverside County Parks Foundation, and a board member of the Pick Group of Young Professionals. She's fluent in Spanish.
Josie Gaytan believes in working where you live. She has raised her family in the Jurupa Valley region and has been a strong grassroots community leader for over a decade. Having worked at Jurupa Unified School District for 16 years, with the Center for Community Action and Environmental Justice (CCAEJ), AmeriCorps and the local PTA, Ms.
Josie Gaytan believes in working where you live. She has raised her family in the Jurupa Valley region and has been a strong grassroots community leader for over a decade. Having worked at Jurupa Unified School District for 16 years, with the Center for Community Action and Environmental Justice (CCAEJ), AmeriCorps and the local PTA, Ms. Gaytan has developed substantial community contracts and resources throughout Jurupa Valley. Ms. Gaytan understands the needs of Southern California Latino Community. She has worked closely with groups such as SALTA (Salud Ambental Latinas Tomando Accion /Environmental Justice Latinas taking Action) and LVLV (Local Voices Local Votes). Ms. Gaytan's community involvement eventually led her to a position as Assistant Director of Policy and Prevention, and now is Director of Government & Community Relations with the non-profit group Reach Out, based in the Inland Empire. There she oversees the Prevention Initiative Coalition (PIC), Fontana Community Coalition (FCC), Latino Hispanic Coalition (LHC) and Healthy Jurupa Valley. Center for Civic Policy & Leadership (CCPL). Reach Out provides services to over 45,000 people each year, as well as policy and advocacy for local community members in assessing and creating positive leadership action for change. For 6 years, Ms. Gaytan was an appointed Board Member for Jurupa Area Recreation and Park District, Division IV, and seats on several committee boards in Jurupa Valley. For the last 4 years, she has been coordinating the annual National Innovative Communities Conference (NICC), She is a Chair for leading the Latino Awareness Subcommittee for San Bernardino Count, Behavioral Health. Josie own words are "I believe in serving to make change right where we live. Our communities need us - and it is our duty to see how we can contribute to making it a better place to live, work and play".

Alex Gann retired as Deputy County Executive Officer for the County of Riverside in December 2019 after serving in a variety of capacities during a 31 year career.
Alex's work included land use planning, solid waste/recycling coordination, stormwater management coordination, grant writing, Legislative coordination, budget oversight and fiscal administration.
Since retiring Alex has enjoyed spending time with his wife and two daughters, hiking and biking, landscaping and gardening, and studying guitar.
